Technically, you can say that white chocolate is not actually chocolate at all. The reason for this is that white chocolate is made with only cocoa butter, powdered or condensed milk, and sugar. Thus, white chocolate contains none of the cocoa solids that give dark and milk chocolates their flavor and color.
